It all depends on whether you do business in the territory of the Russian Federation (i.e., whether you are a tax resident). If the tax authorities can prove that the business is actually conducted here (that is, an LLC is registered, there is an office on the territory of the Russian Federation) and profit is made, then they may see this as a violation and fine (including for non-compliance with the requirements of Federal Law-54). If there is no business here de jure and de facto, then there is nothing to fear.
Another question is how exactly you see this situation. For example, I work in white, officially, I have a cash desk (considering that I don’t have payments from the site). If there were payments on the site, I would use Yandex.Checkout (which integrates with my physical cash desk without any problems).

All financial transactions go directly to your paypal account, so you yourself accept the payment, and satoriapp has nothing to do with it. The same thing if you immediately accepted paypal on the site.
It turns out that if you are an individual entrepreneur or a legal entity in the Russian Federation, then you need an online cash desk.
But if they accepted all card payments to the account of their company (for example, like your agents / resellers) - then the cash desk would not be needed
