Will there be problems with an external hard drive if it is permanently plugged into a laptop power splitter?

There is a 2018 Xiaomi mi notebook air 13.3 laptop and an adapter with the Power Delivery function, which is connected via type c to 3 usb 3.0 (in addition to them, hdmi, rj45, and a card reader).
Because on a laptop with only 256 GB of memory, I want to have something where to store files (movies, music, documents, virtual machine images, etc.). Therefore, I think to buy an external hard drive for 2-3 TB.
The question is:
If an external hard drive is connected through this adapter, will it work?
Will there be any problems if I periodically disconnect / connect the laptop to this adapter (well, charging, respectively)? It turns out that the external drive will constantly start and stop, or will it constantly work?

I did not see a separate power cable.
So far, everything that I have come across has ensured stable operation of the hard drive if there is a separate cable for power and a separate cable for data.
If you feed and transfer data over a single USB, then everything is very bad.
If we take directly a specialized device from a normal manufacturer like https://www.seagate.com/ru/ru/consumer/backup/
, then these themselves are able to go to sleep when they are not needed outside of the OS skills.
