Will there be payments to Google Play developers?

In Russia, people cannot pay for apps. What about developers? There are buyers from other countries. The question is, if foreigners buy, then money will come to the Google Play Console. Will developers receive payments if the account balance is more than $100? Or will developers also not receive payments? And another question, what are the analogues of Google Play, where you can create paid games and easily earn income?

I'm afraid there is no
google play and other companies in the world block payments on a national basis (or rather, Russian citizenship), i.e. the mere fact of having a working bank account is not enough!
Formally, if you get the citizenship of another country not affected by sanctions, then you have a chance, but the problem is that now the acquisition of citizenship is also blocked on the same grounds.

Google's (official) position now is that payments will be made when the special operation ends and Google officially returns to the market. Until that time, the funds are frozen on the account of the developer account.
Analogues of Google Play now are Huawei App Gallery (it’s not a fact that it won’t support sanctions and won’t follow Google) and a likely Yandex store if they still revive it.
