We have:
Huawei E397 with a connector for an external antenna on a USB extension cable (1.5 m) at the window
1st floor of a hostel in the center of Omsk -89dBm
An outlet for a TV antenna with an output to the roof of the 5th floor
Question - will there be a result from trying to connect the outlet and the modem , and what manipulations will have to be done with the internal antenna of the modem?

800MHz. If at the top is a passive (without amplifier) UHF antenna aimed at a cell, then purely theoretically it can get better. Yes, the cable is 75 ohm, not 50. What will SWR do instead of 1 - 1.5, but this is for transmission. For reception, a 75 ohm antenna cable (If not ancient, but with a foamed dielectric) has lower attenuation than an RG-58 50 ohm cable.
Download axesstel pst evdo and set it on the service port of the modem, you will see signal levels in real time.
