Will there be a license for Frontend?

There is a BSD-licensed design repository on github. If I make a service on this design (but the design will be redesigned a bit) will I have to upload a license file? Will the license cover the frontend of my service?

You would provide a link to the repository with this "design", whatever this word means. If only because there is no specific license with the name "BSD license", there are at least three of them: four-, three- and two-clause.
Essentially:
1. IANAL

No, "BSD-style" licenses are not copyleft licenses , and you don't have to redistribute them to anything. However, your few revisions of this “design” are purely technically more convenient and ethically correct to license under the same conditions as the original.
3> Will I have to upload a license file?
Yes. In my opinion, it is hard not to notice that from half (depending on the version) of the text of the license(following the three-point link) is dedicated to this:

(1) Redistributions of source code must retain the above copyright
notice, this list of conditions and the following disclaimer. 

(2) Redistributions in binary form must reproduce the above copyright
notice, this list of conditions and the following disclaimer in
the documentation and/or other materials provided with the
distribution.
