The owner of the directory /home/user/web/954 is the user user
Will user_954 be able to access the folder /home/user/web/954 and change its content?

If I understand you correctly, then the user became the owner of the /home/user/web/954 folder , therefore, with rwx rights, this is 700, which means he can do everything there, no one else (except root) can do anything (even watch) .
