Will the proposed server 1c work without brakes?

It is required to buy equipment for a server 1s Complex automation. There will be 40-50 users.
Two configurations have been proposed. Weaker and stronger. Will the one that is weaker, without brakes, work normally? Or is it better to choose the second option?

Connections mainly via thin client, 5 users via RDP

You won't see much difference in your loads. Yes, and 40-50 users are different, and the bases are different. Sometimes they make such reports that even one user is able to put the base.
Subjectively, both configurations have a large margin for a typical 1s use case.
