Will the HTPC\Kodi assembly work fine?

There was a need for a normal media player. I looked at the current range of media players and was sad - progress did not spend the night there, since Dune HD and others like them, nothing has changed for the better. As a result, I decided to make a simple HTPC and put some Kodi on it. The budget is small, the requirements are:
- graphics should be capable of playing FullHD BD rips at a normal bitrate without problems (4k as a reserve for the future would be nice, but I'm not sure how integrated graphics of budget processors are capable of this, and I'm not ready to overpay for it)
- internal 2.5" drive, because there is no NAS yet
- at least one USB3
- BT\WiFi\Ethernet
- not scary and small
- passive cooling
NUCs are expensive, I accidentally came across such a Chinese device for 8-9 kilorubles: Pegatron Saturn L6
It has a fearless case, not only SATA 2.5", but also mSATA, which is not bad, USB3 port, although only one, WiFi, BT.
Questions :
1. If anyone has experience with the subject - please unsubscribe, a normal device, or garbage - I did not find reviews specifically for this model, reviews on their other nettops are more positive than negative
2. They are on the Celeron N2430 and J1900 - Do I understand correctly that there is practically no difference between them?
3. Alternative within 10-15k?Only if it surpasses the subject in something significant.Thanks in
