Will the Apple App Store allow an application that controls an external gadget through a sound output using modulation?

I don't have an Apple id yet, so I thought I'd ask here.
We plan to make a device that can be connected to different mobile platforms. Bluetooth is not suitable due to restrictions from Apple, Wifi is not suitable for other reasons.
We want to make data transmission using modulation through the audio channel.
Will such an app be allowed on the App Store?

It seems that there was such a device, like a mediator for an iPhone, just connected via a headphone jack!
