Will it work? I know that it will probably be unstable, but it is important for me that it is assembled from easily accessible parts and is understandable.

Well, somewhere something like this, only 18 volts at the output is still a very optimistic estimate, taking into account the appetites of silicon diodes, in fact there will be 15 volts without load.
