Will search engines index this site?

1) search engines have scored on keywords for 5 years already
2) the search engine sees the already rendered HTML, so it will see everything

Yandex will see the generated HTML. You will see the same HTML if you open the page in a browser. What is going to be there? <?php echo row['keywords']?>or a line with words?

For many search engines, keywords are not the main factor. Even with their complete absence - everything works fine (tested).
If you have keywords instead of a PHP tag, then everything will work as expected. But, even if this tag is there (as it is written now) - it will also work, it’s just that the keywords will not be exactly what you expected, apparently ... (i.e. the keywords will be specifically this writing :) <?php echo row['keywords']?>_
