How to determine the SEO level of a website?

I look at some sites, check for TIC and PR - indicators are zero. Such sites are in the first lines of search engines. Below there are sites with normal indicators, but for some reason they are lower.
How do you evaluate the effectiveness of website promotion from the outside? What do SEOs look for when analyzing competitors?
