Will Scala come down as a second language after JS?
Will Scala as a second language come along with js, is it more like js of all languages + there is a Play framework, or should I choose something else, preferably with static typing and inclination towards functional programming?

Scala is more like js of all languages
If similarity to JS is critical for you, then why not use JS directly in the back-end? I mean NodeJS. At the same time, it will be possible to use the same code in places both on the back-end and on the front-end.
As an intermediate option, I recommend looking at TypeScript. It has a lot more similarities with Scala than JavaScript, and it's easier to get started with JavaScript.
