Microsoft Office 2019 - does not work on windows 7.8 and 8.1. This feature is blocked. This is written in the microsft support, and in the system requirements and on Wikipedia (in short, everywhere).

Windows 7 works with Office 365, another thing is that modern authentication support is screwed in with a patch and a registry tweak. If you mean Office Pro Plus, then it works too. Office 2019 does not work on Windows 7/8/8.1.
