If you haven’t bought it yet, look for something on i5 or i3 and with any external video, and at least 16 RAM, but you can buy it later. If the laptop is already yours, then download and install, you do not need to pay money for it. And Blender needs a three-button mouse, with a center button, or a wheel that can do its job.
