Will Mac mini fit my needs?

I really want to work on OS X, but my budget is not big.
Tell me if it's enough for my tasks, now I have hardware:
AMD A8-7600 works on the built-in vidyuhi 2 monitors
Operatives 8GB ddr3
SSD 120GB
Always open: skype, icq, opera (30-40 tabs), rapid php code editor (30 tabs ), intel XDK, Navicat, XAMPP
with such hardware sometimes everything starts to freeze, there is not enough processor, it seems that 7GB of memory is occupied.
Tell me if Mac mini i5 (1.4 GHz / 4GB RAM) is suitable for my tasks, or do I still need to save up for something more?

On a 3.1 GHz processor and 4 cores, everything "freezes" with 8 gigabytes of memory, but what will happen at 1.4 GHz and 2 cores and 4 GB of memory?
