Yes.
The main thing is to disable DHCP on the second router and connect the LAN of the first to the LAN of the second.
Then everyone will be on the same network, the address will be received from the DHCP of the first router, and the first router will be the main gateway for everyone.
In fact, all LAN ports of the router are a banal switch.

It depends on the specific router model.
The general answer is yes they will.
And then somewhere you will have to additionally disable the dhcp server with your hands, somewhere it is possible to connect the WAN port to the same switch as the LAN.
