They are written in such a way that you can pay a tax + a fine and nothing will happen. This has its own meaning - facilitating entrepreneurial activity.
Tax officers receive a salary from the "treasury", they will not look for tax cases for 10 rubles if they have a salary. 20-30t.r., this is not economically profitable
