Will it be possible to promote a site on a newly registered domain?

Such a story:
There was once an entertainment portal, quite popular. Over time, the owner began to score on him, then sold. The buyer sculpted a copypaste from other people's sites on him, also scored, as a result, the domain got into the AGS, the hosting payment ended, and the domain payment ended. It is now available for registration again. One service says that AGS was removed from it a couple of days ago. At the request of the name of the site in search engines, it does not give many links to other resources with advertising for this domain, but they are a bit old. Now site analysis services show TIC 30 and YandexRank 3 for it. Does it make sense now to take this domain and try to resurrect the project? Is it easier than from scratch, without the old domain? Well, in general, are there any advantages from the fact that the resource once enjoyed some kind of popularity?

I think one of the 500+ factors search engines take into account is that there used to be something similar, but obviously not much
