Will I benefit from switching to a dedicated server?

Good afternoon!
For personal needs, I now have a VPS from FastVPS - EVO-2-SSD:
- Intel Xeon 1 Core
- 15 GB SSD
- 2 GB DDR4
This hardware runs 2 sites with a total attendance of 3k per day. Sites are written in Yii2 + Mysql 5.5,
as a backend PHP 7.0 + nginx 1.10.0 + mysql 5.5. PHP7 with NGINX works via php7.0-fpm sockets.
Now I really need a large disk of 2TB or more for files. I once asked a similar question here, they advised StorageBoxes, but as I understand it, they will be mounted to the VPS, and FastVPS traffic is unfortunately limited, and the channel is not 50mb / s. As a result, it was decided to switch to a dedicated server, at least the cheapest one.
The choice fell on:
Intel Celeron J1900 4x 1.99 GHz
4 GB RAM DDR3
1x 2 TB HDD
1x 240 GB SSD
link 100 Mbit/sec
1 IP included
Narva WHS Datacenter (Estonia).
This machine is offered at Eurohoster for $40.5.
My question is: will I lose or win by switching to this dedik? I am especially afraid for the Intel Celeron J1900, how will it perform under a load of, say, 4000 people a day? (1 php-fpm eats up 15MB of memory, requests to the database ala select it and show it here). The database and site files will be located on the SSD, static on the HDD.
And is it possible to buy something else for $40? Unfortunately, the sites are non-commercial and do not bring much money yet, so you have to save. If someone offers, advises something similar (even if the disk is 1TB + additional installation of the disk), for this amount - I will gladly listen!

Add RAM to VPS/VDS.
Upgrade MySQL settings - to use the RAM
Upgrade PHP settings - to use the RAM.
Take care to use some kind of Memkesh: Radish, Tarantula.
And when you add a second processor core to VPS / VDS, then your hardware will be enough for 30,000 users.
To store large files, use an external service - cloud storage.
You will save traffic, because once you upload it through your server (wasting traffic), and then users take it directly from cloud storage (you save traffic a thousandfold).
And, importantly, you don't have RAID on your dedicated server. Disk failure means:
1. Downtime, loss of time, loss of clients.
2. Reload data. If the system disk fails, then also configure the entire system again.
VPS/VDS have RAID and disk failure can only degrade system performance and cause easily fixable failures.
That is, you are a good programmer, and everything is fine with you and you just need a big disk?
Take cloud storage and don't worry.
It 's very cheap.
You do not need to pass these files through your main server - let users directly pick them up. Set up a server with files on the images.mysite.com subdomain. You will only save traffic on the main VDS / VPS.
And it will be faster for users - they will download from two servers in parallel.

Sorry, but even 4k per hour is not a problem for your celeron 0.5 core. Operating with a daily
volume of users is wrong.
You need to think about peak load and peak load duration
. Will your server digest all users at such a speed that they do not leave your
