Will I be able to forward a link for 12 km without breaking the law?

I want to forward a radio link 12 kilometers to a friend.
For the transmitter, I found this:

That is, in theory, two dishes and two transmitters - total $ 30 * 2 transmitters + $ 30 * 2 dishes and you're done.
If I understood correctly from the diagrams, the beam opening is about 6 degrees, at 12 km it will open up to about 600-800 meters, I did not calculate the signal strength at the end, there is not enough preparation.
But I'm more concerned about the other side of the matter: an acquaintance who sells equipment dissuaded me from buying and installing, citing the fact that frequency supervision is not asleep.
At the same time, none of the current acquaintances of the admins (popularly - computer scientists) have heard of such a thing, and have never come across it.
The scene is a suburb of Odessa, Ukraine.
Question to experts - are there any successful / unsuccessful attempts to install such links? Details of interaction with the authorities, if any, and finally the cost of a license, if needed. The purpose of the link is for myself personally, I am not going to sell / distribute the channel in any case.
I rummaged through legislative sites, on the site of Ukrchastotnadzor, but I did not find anything worthwhile for myself.
I was looking for frequencies in the region of 5 and 2.4 MHz.

0) in general, this is of course a violation. you need a license and registration of the base station. Registering the station itself is inexpensive, but a license costs hundreds of dollars.
1) Ukrchastotnaglyad will not touch you until you start to interfere with anyone. before turning it on, scan the air for other wireless stations in the main lobe of antennas. it is better to become in 3-4 channels from. Put the link in the bridge, disable the essid announcement.
2) set up 2 "muzzle-to-face" dishes at a distance of 12 km - the occupation is very exciting, I think you are provided with a couple of hours on the roof at least (and not the fact that it will come out) - the radiation pattern of the dishes is wonderful.
3) taking into account the fact that you take cheap iron, and the signal path is not close, I do not advise you to get carried away with the length of the HF feeder. ideally, in general, connect the access point to the antenna with a half-meter pigtail, then the AR - into the hermetic box and under the antenna. Power supply over twisted pair.
So there are chances for some kind of megabit or two there, in principle, if you don’t buy frank shit and the air is not very shitty. Given the suburbs, maybe lucky.
Yes, and make sure that there are no trees on the track - it's winter now, they are bare - still this way and that, and in the summer when they turn green - there will be no kina even with a half-watt amplifier.
ps in my practice there were cases when a distant link in 5.5M showed much better results than in 1-2M (apparently due to a different modulation, I didn’t dig deep. Try it)

There is an experience of "popadalova" of acquaintances on such a thing. True, in the suburbs of the default city, not Odessa, but I think the laws are similar.
They burned it down: stupidly, a car drove quietly along a major road and measured the ether. Since there is no way to get through this road, except for a radio or a dozen kilometers of optics bypassing, so they caught students in batches. So take a detailed map and study carefully which routes you will cross.
Second. Well, they found you, well, they took you, well, they caught up with horror. Well, they removed the equipment as material evidence. What's next? And then - "Uncle, we won't do it anymore." Well, they will try to pin profit on you. But this must be proved that you provided services to someone for money, and sometimes did not indulge just for the soul. If there is no profit and legal there is no face, and you got caught the first time - well, they will write you a fine. See law for size. But this is definitely administrative, not criminal.
Just keep in mind that if you take a frequency that some company has honestly bought under a license for itself, and something “falls off” because of you, they can already put you under supervision and sue about lost profits. So don't get hot.

Calling the office of supervision is not worth sleeping.
If the beam is very narrowly directed 4-6 degrees, it is sooooo hard to spot, well, I hope you won’t shoot at Odessa from the suburbs.
If you decide to deploy Wi-Fi, then it will not work for such a range, according to the standard, something is not enough there to synchronize access points.
