Will contextual advertising on a website in Ukrainian for Russian keywords be effective?

Good day to all.
The question is, is it correct to display ads in Russian with Russian keywords on a site in Ukrainian in terms of the relevance and effectiveness of the advertising itself in Google Ads? Topic - transport branding (in Ukrainian - transport branding). I tried to find keywords in Ukrainian - there are very few of them and I did not find advertising for them in Google search results.
I found only one competitor site that did this: https://marshrutka.tv, the site is in Ukrainian, and in the search results the ad is in Russian:
