Will Atom work as a free replacement for Sublime?

An advanced editor should be installed on the public workplace. With support for sass, jade, etc. syntax. Sublime is paid. Atom can completely replace it? How is it with plugins? Are there any critical ones that are not?

Atom would be faster, on weak hardware it barely crawls

Use WebStorm EAP. There will be much more options than atom with sublime. And the license is ok
