Will an outdated edition of Windows 10 be updated to newer versions?

Good day, comrades! It's a purely operational question. A corporate 10 is installed on a working stationary machine that serves as a storage and RC. The brains have already eaten everything with their updates, and there would be no questions if, after regular blue-chip crashes (after another fun update), spontaneous removal of software (not yet proven, but it was already 2 times) and stupid system bugs, such as the opportunity disappeared switch keyboard layout, there is another problem. The computer is not new, its tasks are not very resource-intensive, and therefore they gave it a mighty old core i3 of the first generation with graphics output through the motherboard. Tobish, we use the built-in video core, and no discrete. Performance on all versions of Windows 10 newer than Anniversary Update 1607 makes you cry.
Updates of the equipment fleet are not expected in the near future, and senior admins do not allow OS changes, because keys were purchased for everything, and the key has long been tied to this mother.

There was an idea to install a version of the system that is no longer supported, but I'm afraid that when the Windows Update service is enabled (and it will be needed to install the first version of Samba), the system will simply quietly update to the current version.
Or do updates not arrive at the old software at all? I think to put RTM 15-what-there.
Tell me who has come across how to adequately act (within the framework of the question, of course)

There is a special version of Windows 10 1607 LTSB - install it. It will update normally, until 2026, but will not upgrade the OS version. So it will remain 1607.
I want to say right away that there may be problems with modern drivers on 1607, you will have to find an older version.

Will update, of course. But, if you don’t need updates from the Soft Ones, you can download Win 10 Tweaker, or, as Yan advised , make changes to the system (but I advise you to create a restore point - here is the instruction ).
PS - I advise you to read this article .

What prevents you from turning off updates?
Services, registry, scheduler, group policies, domain policies, third-party programs, finally
Everything has been invented for a long time
