Will an invitation from an agency to Upwork help with profile verification?

Good afternoon!

I am a web designer. Received a job offer from an agency powered by Upwork and was not listed on the exchange before. When checking the profile, I received a refusal to confirm, justified by a large number of similar specialists. This happened again after I accepted the invitation from the agency and submitted the profile for consideration again (at the moment my unconfirmed profile is listed in the team). I tried to edit the information, it did not help. Not being able to work in such a situation seems illogical, so there is a feeling that I missed something. Now I can not start work despite the presence of an employer ready to provide orders.

Question 1. Is it possible to use an invitation from an agency to increase the chances of profile confirmation?
Question 2. Can the agency owner help with profile verification?
Question 3. Is it customary in such cases to offer the employer any workarounds? If so, which ones?
