It largely depends on the video card and on how many hard drives it takes to start.
A similar computer (video GTX660), but with 16 gigabytes, in "idle" I eat 67 watts, along with a 27 inch monitor (data from the UPS). So the computer can start and start. But saving on the power supply is the last thing. It’s better to save on RAM for the time being (leaving a couple of empty slots for later) and take a powerful power supply from a reputable manufacturer than a 250-watt noname and burn your mother or be surprised by sudden reboots.

I would still take a bigger BP. The fact that it will be, say, 350W does not mean that it will survive all these 350W. But then you will not bite your elbows in case of an upgrade.
And the probability of all sorts of buzzing-beeps, as a rule, is less with a lightly loaded more powerful PSU than with a heavily loaded low-power one.
By the way, some more powerful PSUs equipped with a cooler do not use it under light load. Well, there are low- and medium-power PSUs with passive cooling. That's if you're interested in PC noise reduction. True /, here you still need to take into account the body.
