The capsman client process connects to the capsman server over the network, including within the same router. If there is a firewall on the capsman server, then the connection goes through it. At the same time, the firewall configured by default has a final blocking rule for all input packets except for the local network bridge. But if other routers are connected by wire to the ports included in this bridge and the firewall lets them through, then for its own process it looks different, the connection does not come from the bridge and is dropped by the firewall. The solution is to drop on the firewall only from external WAN ports.
It doesn't work like this:
