Buy a TP-LINK MR3020 micro-router (price 700-800 rubles - much cheaper than raspberry and easy to buy - available everywhere). Install OpenWRT. Open the case, solder 4 pins of the com port (there are already holes under them). Attach an arduino to the com port or, better, an MSP430 LaunchPad (it's cheaper and also 3V). Read a lot on the Internet. The device is ready.

I would most likely use Raspberry Pi for such a task, on which you can set up a web server and use a small page to manage it.

I don’t know Wifi, but bluetooth is definitely not a problem ... (and in my opinion it will come out cheaper) ) Chinese module HC-05 + attiny + usb-bluetooth adapter on a computer.
