Why Yandex refuses TsOPs?

Today Yandex published a message:
In the near future we will change the terms of work with the Yandex Advertising Network:
1. We stop working with sites that are not of interest to users (for example, domain parking), even if they meet the traffic requirements.
2. We raise the minimum site traffic threshold for new members to join the network to the level of 500 unique visitors per day.
3. We are abolishing work through service centers (SSCs) in favor of cooperation under a direct contract and targeted work of partners directly with Yandex specialists.
The quality of YAN is based on the quality of the content: the page with the ad block should be informative and comfortable for perception, and the advertising message on it should be relevant and correct. This is how advertising becomes an effective tool for advertisers and helps solve user problems, providing partner sites with visitor loyalty and good income.
Guided by these principles, we will provide the members of the Advertising Network who are ready to work on quality and develop with the maximum direct support.
Details on the transition to a direct agreement with Yandex
Partners who currently work through service centers will be able to switch to a direct agreement with Yandex until July 30th. This can be done independently through the partner interface.
Why do you think Yandex is getting rid of TsOPs and wants to work directly? What will change as a result of this? Will the income of webmasters increase?
