Why won't virtualbox 5.1.28 install?

Updated to macOS 10.13 with APFS (case sensitive, encrypted), downloaded the latest version of virtualbox and couldn't install.
I installed both through the window installer and through the terminal

sudo installer -pkg /Volumes/VirtualBox/VirtualBox.pkg -target /Volumes/macOS

installer: Package name is Oracle VM VirtualBox
installer: Installing at base path /
installer: The install failed (Установщик обнаружил ошибку, вызвавшую сбой установки. Обратитесь за помощью к производителю ПО.)

I tried to google the problem, but almost everywhere there are links to the topic "how to install makos in virtualbox" which is not a solution to this problem.

on a subject I will not tell. but I note that the case-sensitive fs in makosi is the source of many meningitis.

It is quite possible that the installation path contains Russian-language characters, some versions of the virtual machine simply do not recognize the installation path, and therefore try to put it in the default folder, to which they actually do not have permission

Faced the same problem, the error popped up "The installer encountered an error that caused the installation to fail. Please contact the developer." There was MacOS Catalina 10.15.xxx. I suffered, rebooted the computer, updated the axis to the latest version, installed previous versions of VB - all in vain. Suggested by one of the comments here - I decided to dig into the Protection and Security settings, and if you don't go into details, I found an inscription on the main tab below - "Loading of some components of the system software was blocked." Next to the "Allow" button, press it, a window opens with prohibited sites for downloading and find something containing ... Oracle ..., mark it, OK and start the installation - voila! )))
