Why won't the xfce window manager start?
Most likely the problem started after a power outage during "sleep". Observed only on one user. At login everything works, but window frames are not displayed. Applications start and work safely, but there are no frames + global hotkeys are not supported + there are no other goodies for which the window manager is responsible.
I skimmed through the configs and didn't find anything interesting.
Xubuntu 14.04, worked without problems for two months.

First of all, you need to look at the logs, here for example:
/var/log/Xorg.0.log
If you don't mind the configs, then delete them from the console (Ctrl + Alt + F1..6). See here and when you entered the console (entered your login and password), follow steps 3 and 4. Then exit (exit) and again to the graphics (Ctrl + Alt + F7). Now you can try to log in with the problem user
