Why won't the browser open the Heroku app?

Noticed today that all my apps on Heroku ( example ) are not running over my wifi network. Google Chrome gives: "Unable to access the site. Connection reset. ERR_CONNECTION_RESET".
But as soon as I go with a good proxy or via mobile Internet, all applications work. The bot for the VKontakte group, which is also on Heroku, also works, but the /bot.php page does not open via Wi-Fi.
What could be the problem? A couple of days ago, there was no such problem. Has my ip been banned?
