If the sniffer catches packets even when the network is blocked, does this mean that the firewall is screwed up?

COMODO firewall blocked the network (complete blocking mode), turned on Microsoft Network Monitor. There are almost no packets in the "My traffic" group, but 5 pieces are collected per minute. There are a lot of packets in the "Other traffic" group.
What does it mean? Does the sniffer catch packets before being blocked by the firewall or what? Or is the firewall leaky?

Sniffers usually remove traffic directly from interfaces, so it does not fall under the firewall
