Why won't squid start on FreeBSD 11?

After migrating a virtual machine from VMWare to Hyper-v using Microsoft Virtual Machine Converter 3.1 version 11.0, squid stopped starting.
It gives the following error:
Unable to open HTTP Socket
proxy squid[765]: Exiting due to repeated, frequent failures
When trying to restart squid, it says that there is no such process
Pings do not go anywhere, even to itself
Virtual adapters of the legacy type

Apparently you didn't install it...
It says in English and white that squid cannot open the port specified in the config. Why - and FIG knows. For example, when converting a machine in a new configuration, there is no network connection :)

Either the port that the squid is using is busy, or the new hardware doesn't have the network interface that the old one had. See squid config and logs, open ports...

Quote a config of a squid.
