Why won't services start in ubuntu?

Hello. Launched lxc containers, everything seems to be fine, but services do not start. At first we noticed that ssh needs to be restarted every time from under the main server, but now I see that everything else does not start either. For example, I put the VESTA panel - everything works without problems, but as soon as I reboot - everything is not available after launch. Please tell me what could be the problem

The problem is still relevant and the command that advised above did not help
. I'm making a new container - everything is good. I install VESTA and all the packages I need. Everything works as expected, but after reboot everything is out...
