I saw such a problem. In my case, everything was decided by the BIOS firmware.
I myself had a similar problem, only with a different video card. I pulled out the BIOS battery and waited and then everything was OK.
And you may have different reasons.
Components may swear among themselves (which is unlikely, but we will not rule it out).
The BIOS may not be suitable (A banal flashing is needed). Well, or reset it, again ... just pull the battery out of the motherboard.
