Why won't Outlook 2016 load avatars?

The problem is on a client machine with Win10, in Outlook 2016 it does not load the avatars of recipients / senders ...
If you go to OWA, everything is loaded.
I go from my machine by entering data into the user's Outlook - it loads perfectly.
What's the catch? To clean up?

Probably the pictures were added recently, and OAB has not yet been updated to Exchange.
As the new address book is downloaded, pictures should appear.
