There is server 2019, does not want to open https://b2b.stdp.ru and online office, in different browsers. But if you open it through Opera VPN, then everything opens. Where to dig?

Maybe towards the provider?
If it works through VPN, but it doesn’t work without it, it means that something is blocking it. Make a tracer from the problematic machine to the site and see at what stage it is cut.
