Why won't ftp open?

Debian is up on a virtual machine with vsftpd.
If I break into it through the windows command line from the local machine, everything works.
If through Explorer.exe - a blank page, then a timeout error. The same for browsers. NetBeans won't connect either. Port standard - 21.
And from the console and from the explorer and from under the browser I log in under my user on vsftpd.
Can anyone come across?

Most likely you are just connecting from the command line and not transferring files or listing. Most likely, the ports of direct data transfer are not configured.
