Why won't Firefox include the stylesheet?

I created a test page with a new design, as it should be in headthe included style file. But it doesn't connect while the file is opened from DevTools (only from the styles tab). I tried to prescribe an absolute path, it did not help, although it also opens. What could be the reasons for this behavior?

Check if it is connected <base href="http://askmeplz.com/" />
By the paths, see where the file is located, if there is access to it - try opening it in the browser.
