Why won't application windows stay on external monitor?

hello. I have a MacBook connected to an external monitor via type-c.

every time I wake the system from sleep, all windows (which are not full screen) return to the laptop's screen, even though they were on the external monitor before sleep.

How to fix it? Thank you
