Why won't apach start on usbwebserver?

Downloaded: usbwebserver
I'm trying to run from under Windows 10, it starts on one PC, on the second it doesn't.
What could be the problem?

Apache requires Microsoft Visual C++ from 2005 to 2019 to run.
