Local server for layout with the ability to log in from different devices?

I'm new to layout and at the moment I'm just typesetting in files locally, then I upload it to my hosting folder with demos and check it in all browsers from Windows, in a virtual machine with Ubuntu and from an android phone. Mac tried to put in a virtual machine, did not start. While I scored, I plan to switch to it and then Windows will already be in the virtual machine.
It’s wrong to layout just in a folder, and there may be a difference with the behavior on the server, so I thought about a local server, from experience I only once installed XAMPP to layout the first WP template.
Tell me, what is better to choose for a local server? only layout and further front-end.
backend, console, Apache Indians, etc. While it scares, I want the simplest possible solution.
So that you can connect to it from different operating systems and via wi-fi.
An additional plus is that it can be completely transferred to Mac in the future.
As I understand it, a virtual machine with a Linux server is suitable, are there ready-made assemblies and is it possible to connect to them separately via home wi-fi / separately from different virtual machines of the same device without a network?

- not right.
If you don't want to waste your best years, look at the current trends in front-end development automation. Google grunt and gulp (I recommend the latter).

Vagrant (the same "virtual machine")
open server (good WAMP)
Prepros (the same grunt only less functional and with guy, the simplest solution for front-end layout)

To be honest, I don’t understand why invent difficulties for layout. After all, you can do everything in a folder (if CMS is not used), which is later "shared" for access from the virtual machine. If you need to do layout for CMS and not only in most cases, Wamp or Open Server or XAMPP will suffice.
