Why windows 10 stopped seeing hosts?

I have to change the hosts file sometimes and it syncs with my other computers. In order for the synchronization program to have access to it, I change its owner, or set full rights.
Everything has always worked fine.
And then suddenly hosts stopped working. That is, not a single domain from hosts is visible through ping
. The path to hosts is correct in the registry.
It seems to me that I screwed up something with access to this file.
Tell me, who should have access to hosts?

As far as I see on my system, hosts has all inherited rights. He has no independent appointments of rights.
On the account where to look:
Perhaps there is an error in hosts and after it the file is not processed.
Try to leave only 1-2 entries in it exactly correct, see how the system behaves.
