Why was the Google Play developer account blocked and how to proceed?

So, I had a Google Play developer account. One single small game was published from this account, which had about three hundred downloads in a year (not three hundred thousand, namely three hundred downloads).
There was an AdMob ad in the game, about two dollars came up for the whole time.
This was my first and only account, and I did not engage in any illegal activities.
In general, I lived quietly for myself, hatched plans for new applications, and even wrote something in my spare time.
How a few days ago I received a letter of happiness saying that my account was blocked.

This is a notification that your Google Play Publisher account has been terminated.
REASON FOR TERMINATION: Prior violations of the Developer Program Policies and Developer Distribution Agreement by this or associated accounts as outlined in previous emails sent to the registered email address(es) of the Publisher account(s).

I have not received any letters or notifications before.
I filed an appeal, today I received the answer:

After review of your appeal, we're unable to reinstate your developer account.
Your Google Play Developer account has been terminated due to multiple violations of the Developer Program Policies by an associated Google Play developer account. We've reviewed and confirmed this association.

Those. my account was suspended for violations on another, allegedly associated with my account. But I didn't have any other accounts!
In addition to the work account, where I posted work applications, nothing else comes to my mind. But that account is not banned, it was a year ago, and other people are doing this at the current job.
Who faced such a situation, how to proceed further, and how to prove that I am not a camel?
Update: after posts on Reddit and Google Play Help Forum and after another appeal, the account was unblocked!

A friend had a similar situation. He just banned his account, without explanation.

This is clearly a bug of Google.
In the future, it is desirable to have a static ip, while not being a proxy or output relay, and not allowing viruses in the local network.
Design the app to be ready for a sudden re-release/rebrand. For example, to have an interesting website with news about your product. Or, having collected an email database, notify customers of sad news. But this, of course, is better done for a large project that has or plans to have its own audience of fans. A small project is easier to bury and start from scratch.

the situation is the same, account ban: there was no warning about blocking the application or account (spam was also checked). there were no other developer accounts before, i.е. was the only developer account and the only application.
an autoresponder came to the appeal and there was no more response from Google Play.

First, the question is, do you have an android smartphone? Did you register your account on it? Are you sure you're telling the truth? People have 3-5 accounts, just created, maybe you created it and forgot it, but spammers cracked the password and use it? And accounts are associated with your behavior, ip, or even in the same browser (cookies) logged in.
Based on this, if you are a developer, create a separate account for your applications and 'pump' it as independently as possible (separate ip, specially purchased, never leave your main account, keep a special browser profile for work, and also purchase a separate mobile device ( the most difficult question) ... at least your main account will not be dirty.
ps The situation with Google is terrible and ideologically disgusting, and it will get worse. We (not only programmers) are so dependent on this monopolist that it can affect our lives in a negative way, and bad abuse-support only contributes to this.
