Why was habrahabr.ru unavailable for me?

For some reason, habrahabr.ru stopped opening for a short time.
- It did not depend on the browser, but the site opened through Tor
- At the same time, Geektimes worked fine
- I tried turning off and on again (with) both the PC and the router - it did not help
- In the phone browser (connected to the same network as the PC ) there was the same picture
After 10 minutes, the site began to open again (maybe the reboot of the router helped, although not immediately?). And although now the problem is gone, I want to understand how in such cases to find out why this happened.

Perhaps one of the intermediate nodes fell for a while. Here tracing would not hurt, it shows on which of the nodes packets are lost.
