Why VPN on Linux is always created with the same local ip?

I configured according to the article: https://www.digitalocean.com/community/tutorials/v... Previously, there were always different local ip addresses (192.168.10.1-200), and now all interfaces have the address 192.168.10.2. I changed the /etc/pptpd.conf settings to
localip 10.0.0.1 remoteip 10.0.0.100-200
But it didn't work.
Previously, all interfaces were created with different local addresses, and now, on different servers, I have the same problem. How to create a connection via pptp with random ip addresses?
PS: With these settings ppp/peers paste.debian.net/415203 the tunnel refuses to start (nothing happens and debug outputs nothing).
