Why USB ports may not work correctly?

Hello.
After the next update of windwos 10 on the laptop, problems with USB ports began.
The laptop does not see some flash drives, others just constantly appear and disappear, the 3g modem (Huawei mobile) started to give an error:
- "Error 633: the modem or other communication device is already in use or not configured."
I tried these methods to fix the error:
I deleted usb, modems, COM ports from the device manager.
Disabled various processes.
Changed ports.
Checking the ports showed that all the necessary ports are free.
Dell laptop.
Windwos 10 latest updates.
Are there any other options to solve this problem? Thank you.
