Why such a long packet delay on a certain PC in the network?

There is a specific PC running XP on the local network. All network equipment/cable is OK. When connecting a laptop or booting Linux to a PC from a USB flash drive, data transfer goes without any problems. But under Windows on a PC without delay, only ICMP traffic. HTTP requests to Google take about a minute on average.
The operation of the antivirus, IE settings does not affect the result in any way. TCP / IP settings were set manually and double-checked, everything is fine with them too. That is, the problem is in the software (the OS has been standing for a long time, it is used by an accountant - a lot of superfluous).
How to solve the problem without reinstalling the OS?

HTTP requests to Google take about a minute on average.
In my opinion, this happens when some Trojans try to intercept the processing of writing to / reading from the socket in order to replace the data being sent / received. If I were you, I would try to execute the commands
netsh int ip reset %temp%\tmpreset.log
netsh winsock reset
