Why skype is buggy in Linux?

Installed ubuntu 18.10 fresh and fresh skype there is a glitch in which the skype window is shifted down, it cannot be raised up and the buttons are not pressed on it. Often this happens when you click on your broadcast screen. No one came across, what do you think?

I have not encountered such a problem, but it is buggy because now this web application is packaged and of rather mediocre quality...
